PORTABLE VENDORS POLICY
"Objective"
To establish a means of collecting revenues from transient and seasonal vendors. In effect, this will be an alternate form of business tax for small scale operations with no storefront in the locale.
"Rationale"
Much of the Town's infrastructure and services support other established local businesses, any entrepreneur entering Clarenville will benefit from the investments made with local tax dollars. Whatever the scale of enterprise, a contribution to the operation and maintenance of the Town is to be expected. The scale of assessment however, should neither discourage small operators from getting into business, nor leave regular business taxpayers feeling as though the vendors are not paying their share.
"Policy"
All transient and/or seasonal vendors:
(a) shall sell from the Shoreline Park and Market only. No selling from open spaces or public spaces except from organized venues where booth fees are paid or from an approved Commercial location;
(b) no overnight parking of mobile units permitted;
(c) shall be given preference for kiosk occupancy on a first come first served basis;
(d) permits shall be issued for rental of kiosk on a daily or weekly basis. Permit must be displayed at the location during business hours. No kiosk will be rented to any one vendor for more then 4 consecutives weeks at any given time;
(e) contents left overnight in kiosk will be the responsibility of the vendor;
(f) shall enter into an agreement with the Town, upon rental of kiosk, which states: kiosk will remain open a minimum of 12 noon - 6pm daily, and weekly rental 12 noon - 6 pm, 7 days a week;
Fees are as follows:
$25/day for kiosk and $10/day for table only (outside);
or
$50/weekly (seven days) kiosk only;
or
$10/day or $25/week for mobile vendors selling from own vehicle. Space will be designated and extra charge will apply if electric is required;
A special not-for-profit and student summer business permit will also be available at no cost, for table (outside selling only).
“Procedure"
Application for vendor's permits are available at the Town Office. No portable vendor will be permitted to move to another location within the Town without the approval of Council.
