The Beautification and Natural Environment committees' role is to help to contribute to the improvement of the quality of life in Clarenville by developing policies and places that emphasize the natural beauty of the community and contribute to the beautifying and protection of public spaces and the natural environment.

 Terms of Reference

1. To establish goals and objectives for a complete beautification program     for Clarenville. As part of this, the committee should design policy and     implement it for town beautification and cleanliness.

2. To work and have liaison with businesses with the aim of making each     business as attractive and pleasing as possible.

3. To work with homeowners to bring about a beautification program for     individual properties.
           
4. To identify areas in the town that need to be cleaned up and improved     and suggestions made to the owners of such property.  
    
5. Have contact with various organizations in the town with a view of     getting their support and suggestions for a complete beautification     program.

6. To identify areas that need environmental clean up (outfalls, buildings,     abandoned fields, etc.).

7. To give consideration to an extensive program of tree planting, seeding,     floral arrangements on Council properties, etc.

8. To oversee the Towns "Adopt a Spot" and "Tidy Towns" initiatives.

 Strategy

The Beautification and Natural Environment committee of Council has developed a three pronged approach to beautification:

1. Public Space Beautification - Playgrounds, Town owned properties, open     space, Policies for Garbage, encouragement of recycling etc.
 
2. Residential Space Beautification - Private properties, Mayoral prizes,     special recognition, pride-of-property, gardening, lawn care issues,     development regulations for property landscaping, trees etc. ,     Councilors will be responsible for monitoring.

3. Business Space Beautification - Business Corridor through town, green     space in front of buildings, pride-of-property, recycling, adopt - a     spot/place.  Signage and  Policies to encourage beautification.

With our vision as the guide to our activities we have selected key initiatives on two fronts.  First we propose to enact policy standards that clearly outline the rules for how our town will grow. These standards will serve as guides to growth rather than impediments to progress. Second we have proposed tangible and 'do-able'
projects that help achieve our vision that can be completed in a timely manner and be of a manageable capital and manageable operational cost. Our plans include measurement tools to allow the town to reasonably estimate the value of these projects to the town and its people.


 Tactics

Business Corridor -  We perceive the key business corridor stretching through the TCH bypass through town. At the east entrance of Memorial Drive through to the lights at the intersection of Memorial and Manitoba Drives, through to the west entrance of Manitoba Drive.  A focus on the beautification of the key business district would create the most tangible results - this would encourage others to follow suit.   

Green Space in front of buildings - Encourage/regulate businesses to place a green space in front of their properties.  

Pride-of-property / Community Pride of Place
- Encourage a pride of property by asking employers to designate paid clean-up times, encourage recycling, trash receptacles, eye-pleasing store/property fronts.

Adopt-a-spot/place - Need to attract more participants and need to contact businesses currently involved to ask them their intentions. Need to develop guidelines that clarify our expectations and develop a contract for maintenance - timeframe - signage - etc.  

Signage -  If we could encourage more people to come into our town then more money would be circulated - creating more jobs.  The Town needs signage on the east and west entrances of the TCH.   (As well we need signage on the Bonavista highway)

» Naming and Lighting the falls on the Lower Shoal Harbour at the    intersection of Tilley's Rd and Memorial Drive.
